BARRIO is a European Union-funded LIFE-CET project running for 36 months and involving eight partners from five EU countries. The project addresses the challenges of fragmented renovation processes by aggregating demand at the neighborhood level and developing innovative supply-side business models. It is focused on industrialized, prefabricated solutions for staged deep renovations to achieve a zero-emission building stock.
BARRIO provides a holistic toolkit that facilitates the defragmentation of renovation value chains, enabling effective matchmaking between clusters of buildings requiring renovation and aggregated technological solutions. The project validates its approach through pilot demonstrations in Italy (Emilia-Romagna), Spain (Valencian Community), Slovenia (Ravne na Koroškem), and Bulgaria (Gabrovo).
Econoler’s expertise is ensuring the development and validation of innovative business models to enable risk-sharing frameworks and the adaptation of these models for replication in other regions.
Furthermore, Econoler is adding value by ensuring long-term impacts beyond the duration of BARRIO through the potential integration of industrialized prefabrication and building clustering into its energy efficiency (EE) financing entities (EE and Super ESCO funds in Europe and North America) as well as by adapting BARRIO business models and derisking instruments for replication in its consulting regions.
Econoler has been mandated to lead the development of innovative business models and validate their applicability and sustainability through BARRIO. Under the mandate, Econoler is carrying out the following tasks:

Identify and analyze regulatory/legal and financial frameworks in demonstration countries;

Identify, analyze, and adapt existing business models to effectively support energy-efficient renovations in participating countries;

Devise a risk-sharing framework for aggregated interventions by designing tailored business models and incentive schemes to mitigate risks on both the demand and supply sides;

Validate business models through data analysis, stakeholder feedback, and market research to refine assumptions and hypotheses, ensuring that the models remain dynamic and relevant for each ecosystem;

Develop guidelines for replicating and scaling BARRIO business models and financial tools, including templates for financial performance assessments, stakeholder engagement plans, project pipeline approaches, and risk mitigation strategies;

Support all partners in the implementation of other tasks through desk research, dissemination activities, integration of the business models into the BARRIO Defragmentation Multidisciplinary Toolkit.
Through these activities, Econoler is ensuring that the BARRIO methodology not only addresses current market gaps, but also establishes a foundation for long-term impacts by enabling the adaptation, replication, and sustainability of BARRIO business models and financial mechanisms in Europe and beyond.
