Energy Efficiency and Climate Action: Why Government Leadership Matters

The world remains off track in meeting the COP28 target of doubling energy efficiency improvements by 2030.

  • Prior to COP30, only approximately 50 countries had updated energy efficiency targets in their Nationally Determined Contributions (NDCs) under the Paris Agreement, indicating not only broad national commitments, but also that governments still have much work to do.
  • In 2025, governments from countries accounting for over 85% of global energy demand adopted new or updated energy efficiency policies, up from about 70% in 2024. Most of these policies target the buildings sector, while the industrial sector saw the fewest updates.
  • According to the International Energy Agency and the World Bank’s ESMAP program, public lighting is one of the largest electricity end-uses supplied by distribution utilities to municipalities, often accounting for 15-40% of municipal electricity consumption. Energy efficiency measures, particularly LED retrofits combined with smart controls, reduce electricity demand by 40-70%, thereby lowering peak loads, improving utility system reliability, and reducing pressure to invest in generation and distribution.

Persistent labour and skill shortages threaten the efficiency sector in 2026; urgent government action on training and capacity building is critical. Significant energy efficiency potential remains untapped across all sectors.
