Drafting the Grenada Energy Efficiency Act

The World Bank has been providing technical assistance to the Public Utilities Regulatory Commission (PURC), Grenada’s current economic and technical regulator, in several areas related to developing a legal and regulatory framework for the power sector. 

In view of the need to create a robust environment to promote and implement energy efficiency options for its National Energy Policy and contribute to the achievement of its Nationally Determined Contribution goals, the Government of Grenada (GoG) has requested and the World Bank has agreed to contract Econoler to assist the GoG in developing the draft Energy Efficiency (EE) Act and provide support through workshops and meetings with key stakeholders to review the draft.

The EE Act will provide direction on EE policies by stating the government’s overall objectives as well as policies and strategies to achieve them.

Under this consultancy, the Econoler team performed the following tasks: 

  • Reviewed existing policies, strategies, plans, and regulations in Grenada;

  • Reviewed existing policy frameworks in the region and ensured that the EE Act was harmonized with existing policies and regulations;

  • Reviewed existing EE acts/laws/regulations in other nations to assess good practices and lessons learned;

  • Conducted in-person meetings with local stakeholders on possible EE regulations in Grenada;

  • Prepared several drafts of the EE Act in consultations with local stakeholders including the Ministry of Finance, Planning, Economic Development, and Physical Development, the Ministry of Climate Resilience, the Environment and Renewable Energy, PURC, Grenada Electricity Services Limited, as well as other relevant stakeholders;

  • Conducted several virtual consultation meetings with the World Bank and local stakeholders to gather comments and feedback on the intermediary drafts of the EE Act; 

  • Presented the final draft of the EE Act during a workshop with relevant stakeholders. 

 

At the end of the consultancy, the GoG was provided with a final draft of the EE Act to be presented to parliament for ratification.
