For more than 30 years, Econoler has supported countries in the Middle East and North Africa (MENA) region in their low-carbon energy transition. We provide high-level technical expertise and ensure the transfer of structural know-how to meet the growing challenges of climate change in the region.

Our approach is based on close collaboration with all stakeholders — public institutions, private actors, as well as bilateral and multilateral cooperation partners — to design and implement policies and programs aligned with both the climate ambitions and socio-economic development priorities of countries in the region.

Thanks to our international experience, we bring an innovative and pragmatic perspective tailored to the challenges of the energy transition in the MENA region, drawing on a detailed understanding of each country’s specific characteristics — whether in terms of regulatory frameworks, governance mechanisms, or the dynamics of each market. Although countries in the region have contrasting profiles — some are major energy importers, while others are among the leading exporters of hydrocarbons — they are now converging on common priorities: Diversifying their energy mix; strengthening their security of supply; and reducing the carbon intensity of their economies. These strategic orientations, largely reflected in their Nationally Determined Contributions (NDCs), are based on the accelerated deployment of renewable energies, enhanced energy efficiency, and the mobilization of appropriate green financing.

The region benefits from exceptional solar potential, paving the way for accelerated development of photovoltaics and distributed renewable energy. To maximize their impact and ensure the seamless integration of these variable sources into the electrical grid, Econoler designs integrated approaches combining energy efficiency, decentralized RE production, and demand-side management (DSM). These solutions enhance the flexibility of energy systems, reduce peak demand, lower costs, and contribute to a more resilient, sustainable, and competitive energy transition.

In response to challenges such as reducing energy demand in the residential, tertiary, and industrial sectors, improving energy and carbon intensity, and mobilizing green financing, Econoler designs and deploys customized solutions that combine innovation, deep experience, and technical excellence, thereby helping to accelerate the energy transition throughout the MENA region.

Innovative Solutions to Accelerate the Energy Transition in the MENA Region

Econoler works alongside governments, businesses, financial institutions, and development partners to offer innovative, integrated solutions that accelerate the energy efficiency market and distributed renewable energy, strengthen national capacities in these areas, and provide innovative financing mechanisms. Our interventions are designed to meet the specific needs of the region and are tailored to the institutional, regulatory, economic, and climate contexts of each country.

Our main areas of expertise include:

  • Support in energy efficiency strategies and public policies: Assistance in designing dedicated policies and programs targeting sectors such as labelling and minimum energy performance standards (MEPS) for equipment, building codes, public buildings, small and medium enterprises (SMEs), public lighting, etc.
  • Innovative financing: Design and implementation of mechanisms such as Super ESCOs, energy efficiency funds, green credit lines, and guarantee schemes promoting sustainable investment.
  • Energy performance: Support for the development of the ESCO market, the implementation of energy performance contracts (EPCs), capacity building for stakeholders, and the adaptation of regulatory, technical, and institutional frameworks.
  • Capacity building: Design of training and support programs for public institutions, building and business managers, engineering firms, energy service companies, and financial actors to support the development of sustainable and efficient projects.
  • Pilot programs and local initiatives: Implementation of concrete actions in public buildings, municipal infrastructure, industry, or the residential sector to demonstrate the effectiveness of solutions and promote scaling.
