Assistance in the Implementation and Monitoring of an Energy Efficiency Project in ESCO Mode

The CIUSSE is a public organization that services an area of 13,000 km2 and employs 20,000 people. It provides comprehensive health and social services to 500,000 people. The CIUSSE wanted to launch a guaranteed savings (GS) energy efficiency project and was looking for an energy service company (ESCO) with whom to enter into an energy performance contract (EPC). The CIUSSE must meet state exemplarity obligations and achieve a very demanding level of energy performance and decarbonization. The main aim was to reduce the quantity of greenhouse gases (GHG) emitted for heating by 80% while cutting its energy bill. The CIUSSE manages a portfolio of 51 buildings, many of which are old and feature exceptional architecture (former convents, monasteries, etc.). Improving the operation and decarbonization of old historic buildings is an even greater challenge considering the constraints associated with treating vulnerable or frail people.

The mandate of Econoler consists of assisting the CIUSSE in each project stage and includes the following tasks:

• Define the EPC mandate as well as determine objectives, the ESCO mode and priority buildings;
• Establish baselines and collect relevant documentation:
  • Validate and complete mechanical equipment inventories;
  • Inventory fixtures and plans;
  • Describe control systems;
  • Conduct interviews to draw up a list of mandatory works and budget estimates thereof.
• Assist in the ESCO selection process:
  • Prepare the EPC;
  • Evaluate the financing structure;
  • Manage the call for tenders;
  • Assess compliance of financial packages.
• Develop a measurement and verification (M&V) plan in collaboration with other subcontractors;
• Draft annual post-construction reports to validate project performance.

The support of Econoler will enable the CIUSSE to achieve its energy efficiency and decarbonization objectives while reducing its energy bill, all without any financial risk to the institution that will thereby be able to devote efforts to its mission of caring for and protecting patients.
