Through international cooperation and financing derived from the sale of greenhouse gas (GHG) mitigation outcomes, the National Clean Energy Programme supports solar PV installations for businesses across Ghana by providing them with subsidies and performance-based financing.

Unlocking Ghana’s Clean Energy Potential
In Ghana, clean energy investment is constrained by perceived risks and unfavourable financing conditions. Although solar energy solutions can be economically viable, access to financing remains a key barrier.
Ghana’s climate commitments under the Paris Agreement are aligned with its long-term development priorities. While the country is pursuing unconditional actions in areas like forest management and energy production, expanding clean energy access is part of its conditional contributions, which require international support.
The NCEP addresses this gap by enabling Ghana to reduce emissions beyond its unconditional targets, leveraging international partnerships.
About the Programme
The National Clean Energy Programme (NCEP) is a climate mitigation initiative that supports solar PV investments for households, commercial, and industrial sectors across Ghana.
Combining subsidies with performance-based payments, the NCEP helps reduce financing risks, making solar projects more accessible and scalable.

How to Apply to the NCEP
You can apply to NCEP as an individual project or a portfolio of projects. Simply review the eligibility criteria, download the appropriate application form, and submit your completed application by email to ncep-ghana@econoler.com
Admission Process

Applicants download, complete and submit the form along with the required supporting documents (listed in the application form template), ensuring their project (single or portfolio) meets the programme’s inclusion criteria.
Submitted projects are reviewed by the NCEP team to verify eligibility and alignment with programme goals.
Eligible projects sign a contract outlining the terms of participation, funding details, and monitoring expectations.
Upon completion, the solar installation is inspected and verified by the implementation team to confirm compliance. If positive, the contractual commitment is confirmed and the NCEP pays the installation subsidy to the owner.
Projects are monitored for performance throughout the crediting period, and results-based payments are released in accordance with verified mitigation outcomes and transferred to NCEP.
Once the agreed crediting period concludes, final evaluations are conducted, remaining
subsidies are released, and the contractual commitment is concluded.
