Public lighting is a key public service provided by the government. Good street-lighting is necessary for road safety, pedestrian safety and the urban economy. Usually, it is a costly and energy-consuming responsibility for the government. Public lighting alone can account for 50% or more of the overall energy consumption and greenhouse gas (GHG) emissions of the government.   Around the world, governments are turning to the energy performance contract (EPC) model to meet their public infrastructure needs (including street lighting) and are trying to tailor the EPC approach to meet their specific needs.   In the United Arab Emirates (UAE), the Ministry of Infrastructure Development (MOID) is responsible for managing the federal roadway system, including the lighting service. It was in this context that MOID sought the services of CHSS. As part of this assignment, CHSS and Econoler are collaborating to conduct a study, provide technical advice, make a legal and financial review and identify the technical solutions needed for the energy-conservation project of upgrading the UAE’s federal street-lighting system.

Econoler was hired to coordinate, guide and manage the work to identify the technical solutions and provide expert advice for the implementation of efficient street lighting according to the requirements and expectations of the MOID.   As part of this assignment, Econoler is carrying out the following tasks: Conducting a feasibility study:

  • Leading the efforts of data collection, preparing the energy verification report and selecting the right software to be used for handling and managing the streetlights database;
  • Making a technical analysis and preparing a best-practices-study report;
  • Conducting a financial and economic study;
  • Making recommendations and conducting the final study;
  • Estimating the cost of energy-efficient lighting products and management system.

  Providing project tendering and contracting support:

  • Developing specifications for lights and an approach to the public-private partnership;
  • Developing the tender documents and evaluating the bids received;
  • Developing the contract documents by following international best practices and local regulations.

  In collaboration with CHSS, Econoler is using its expertise to help successfully implement this project for upgrading the UAE’s federal street lighting system to an energy-efficient one.
