Training on Financing for Climate Change Mitigation Projects

The Agence française de développement (AFD) finances and provides technical assistance to development programs and projects that support more sustainable and better shared economic growth. It’s subsidiary, Proparco, supports private investments.   Econoler was selected to design and deliver to Proparco office staff in Paris a 1.5-day training session on financing climate change mitigation projects. The training was tailored to the needs of Proparco program managers. It covered the fundamentals of climate finance and various detailed aspects of the cycle of climate financing programs.

Econoler was hired to deliver the training to Proparco’s experts on financing programs for climate-change-mitigation projects developed by banks. The 1.5-day training session was held in Paris. The training scope was determined by consulting with Proparco and aimed to provide practical knowledge on the design, implementation and evaluation of climate finance programs. The training was structured to be interactive, with multiple references to case studies, lessons learned and examples from implemented programs in Proparco’s areas of operation.   The training covered the following main topics:

• Day 1: Developing financing programs for climate change mitigation:
• Finding consulting services to develop the program;
• Conducting a technical evaluation of the market for financing programs for climate change mitigation;
• Defining the programs’ financial parameters;
• Developing a technical-assistance component in support of the program.
• Day 2: Implementing a financing program for climate change mitigation:
• Developing consulting services for the implementation;  
• Identifying and creating a pipeline of climate-change-mitigation projects;
• Conducting technical and financial analyses of projects;
• Communication, marketing and promotion;
• Ensuring the viability of the operations for financing climate-change-mitigation projects;
• Environmental and social management;
• Gender-equality management;
• Management of climate-related risks;
• Overview of the examples of programs developed by Econoler.

  By completing this assignment, Econoler helped increase Proparco staff’s knowledge and capacity to deploy financing programs for climate change mitigation projects developed by banks.
