In August 2014, the Millennium Challenge Corporation (MCC) signed a Compact with the Government of Ghana to help reduce poverty through sustainable economic growth. The compact entered into force in September 2016 and was completed by June 2022. Compact projects targeted utility sector supply-side and demand-side management reforms, including for loss reductions, infrastructure development, energy access, facility energy management, energy efficient appliance standards and labels, and tariff redesign. Econoler was a partner in the consortium led by WSP Canada and was mandated to provide technical support during the implementation of six projects under the Ghana Compact II (MCC II) program. Econoler was tasked with working on a number of specific activities under the energy efficiency demand-side management (EE/DSM) sub-project, including EE appliance standards and labelling, energy auditing, EE education for end users, elementary and secondary school curricular development, and infrastructure EE retrofits.
Under the Ghana Compact II, Econoler was responsible for providing implementation support and oversight for the following activities under the EE/DSM sub-project, including the following:
- Conducted a strategic technical and methodological review of an EE/DSM monitoring and evaluation plan and implementation framework;
- Facilitated dialog on activity design between the Energy Commission, Millennium Development Authority, and key national stakeholder groups;
- Led the extensive revision of EE/DSM activities;
- Developed a Terms of Reference (TOR) document for implementation consultants to conduct EE/DSM activities as well as reviewed and provided input on their work products;
- Compact activities included:
- Sustainable Energy Service Centers (Centers of Excellence): Operational concept, business and sustainability plans, energy audit/energy management curriculum;
- Race to Retrofits Energy Pilot Activity: Developed the implementation concepts that included preliminary audit requirements, investment grade audit requirements, finance planning requirements and project packaging requirements, implementation stage activities and responsibilities, and savings measurement and verification standards as well as reviewed and provided input on audit reports and implementation results;
- Appliance field metering and monitoring services: Development of a stakeholder dialog framework concept, field data collection and sampling design concept, analysis activities and result requirement design concept, and dissemination concept;
- EE Street Lighting Retrofit: Baseline study design concept, best value-oriented procurement framework design concept, procurement support, and MVE oversight;
- AC and Electronics Testing Laboratories: Reviewed and revised the implementation concept based on international standards, development of electronics lab business plan concept and strategic plan for equipment procurement, reviewed and supported the construction and commissioning process of the only appliance and electronics energy testing laboratory in the West Africa region;
- Secondary School EE/RE Curriculum Resource Development: Provided strategic guidance on activity concept development and assistance in developing a TOR for implementation consultants, reviewed and provided oversight on consultant activities and results reporting.
- Provided critical technical and methodological reviews of all deliverables prepared by contracted consultants.
