The Government of North Macedonia has made important progress over the last several years in developing the strategic and legal framework for energy efficiency (EE). The establishment of an Energy Efficiency Revolving Fund (EE Fund) was identified as the next element to be implemented. It is intended to support EE policy measures on a sustainable basis across all sectors specifically addressed in the Energy Development Strategy (EDS), one of the latest Macedonian EE strategic documents. 

 

The EE Fund along with the corresponding short-term and long-term Strategic and Financing Plan is expected to fully reflect and accommodate the EE policy measures and sectors as well as the implementing mechanisms outlined in the EDS and other national energy and climate strategic documents.

 

As a member of a consortium of firms led by KP Consultancy Services DOO Beograd, Econoler has contributed its extensive global and regional experience in EE fund design, operationalization, and management.

The following activities were carried out under the mandate:

  • Pre-feasibility assessment of several possible and viable options for the establishment of the EE Fund based on a set of selected criteria;
  • Development of a comprehensive concept based on the best recommended option and best practices in the design and operation of similar EE funding schemes in EU member countries;
  • Development of a comprehensive set of documents to properly establish the EE Fund, prepare it to start operations according to a carefully crafted strategy, business plan, and equip it with supporting management procedures and tools.
