The Government of Jamaica (GOJ), with the assistance of the Inter-American Development Bank (IDB), packaged a programme entitled Energy Management and Efficiency Programme (EMEP). The EMEP is a US$40 million investment loan with a non-reimbursable grant from the European Union Caribbean Investment Facility (EU-CIF) in the amount of US$10 million.
Econoler provided technical and procurement assistance to the IDB team on the EMEP for deep retrofits in public facilities including seven hospitals. The bidding process was strengthened by reviewing procurement documents and strategies as well as providing technical advice on minimum technical specifications as well as monitoring and verification mechanisms.
Econoler provided technical and procurement assistance to the IDB team on the EMEP for deep retrofits in public facilities including seven hospitals. This mandate included the following tasks:
- Review and provide comments on the procurement document and strategies;
- Provide technical advice on technical specifications for comprehensive retrofits in public facilities, including investment grade audits and the design, supply, and installation of energy efficiency (EE) and renewable energy (RE) interventions;
- Develop a monitoring and verification mechanism that will strengthen the bidding process;
- Participate in meetings and facilitate discussions among stakeholders.
Econoler’s work served to strengthen the bidding process, thus ensuring the sound design and implementation of EE and RE projects.
