Technical Advice for the Development of an Energy Efficiency Strategy in the Gambia

The World Bank (WB) launched an initiative in the Gambia with the objective of creating an enabling environment for energy efficiency (EE), including local capacity building to prepare and carry out EE investments. Econoler conducted technical and analytical studies to provide recommendations with options and best practices for the WB to support the Government of the Gambia in developing its first National Energy Efficiency Strategy (NEES).

Under the mandate, Econoler carried out the following tasks:

  • Conducted an analysis of existing national EE policies and activities;
  • Developed a map of stakeholders;
  • Performed an assessment of energy savings potential across sectors to recommend high-impact EE measures;
  • Provided recommendations on potential strategic measures (based on impact assessments and best practices) that might be considered by the Gambian government to develop their own EE action plan;
  • Analyzed the gender implications of EE measures;
  • Provided recommendations on considerations that should be included in the EE strategy based on best practices and the results of the above-mentioned analyses. The recommendations provided options that may be taken into consideration for the Gambian government to develop its own NEES;
  • Developed a roadmap to identify steps that may be taken to successfully implement the plan;
  • Proposed a sample of a results (M&E) evaluation framework with options for the government to develop its own framework;
  • Provided capacity building activities to national stakeholders to help them prepare and carry out EE investments.

  Econoler provided services that enabled the WB to support the Gambian government in moving toward an energy transition in alignment with the commitments made under the Paris Agreement.
