The Organisation for Economic Co-operation and Development (OECD), through its Clean Energy Finance and Investment Mobilisation (CEFIM) Programme, works with Indonesia to accelerate investment in clean energy. As part of this effort, the OECD seeks to strengthen national energy efficiency financing frameworks and design de-risking mechanisms such as energy savings insurance (ESI) schemes. To ensure outputs reflect international best practices and respond effectively to Indonesia’s context, the OECD needed a technical partner with specialised expertise in energy efficiency financing instruments and risk mitigation models. 

The mandate arose from OECD CEFIM’s ongoing collaboration with the Government of Indonesia and the Financial Services Authority (OJK) that aims to enable a stronger pipeline of bankable clean energy projects. Previous work under this partnership included policy reviews and capacity-building events. The mandate was focused on supporting financial institutions and policymakers in understanding and deploying energy efficiency financing solutions through tailored guidance and stakeholder engagement. Econoler’s role was to ensure that outputs were technically sound and aligned with global best practices. 

Econoler was mandated to provide technical assistance to the OECD under the CEFIM Programme to support the Government of Indonesia and the OJK in advancing energy efficiency financing and de-risking mechanisms. 

Under the mandate, Econoler carried out the following tasks: 

  • Reviewed and edited the draft needs assessment for the implementation of an ESI scheme in Indonesia;

  • Drafted technical contributions, including strengths, weaknesses, opportunities, and threats analyses and case study examples of international energy efficiency financing and de-risking instruments;

  • Reviewed and edited the draft Energy Efficiency Financing Introductory Guidebook for Financial Institutions;

  • Contributed to the development of technical content for the guidebook, including process recommendations, checklists, and illustrative examples.

Through this assignment, the OECD and its national partners benefited from Econoler’s extensive international experience in designing and implementing financial instruments and de-risking mechanisms for energy efficiency. This expertise helped ensure that outputs such as the ESI needs assessment and the guidebook were both technically robust and adapted to Indonesia’s financial and institutional contexts.
