In 2014, the Morocco Government promulgated an energy efficiency building code regulation for residential and commercial buildings. An action plan was developed to define the necessary support activities to enforce the new code. Econoler was thus mandated to support the Directorate of Renewable Energies and Energy Efficiency (DEREE) of the Ministry of Energy and other stakeholders in the implementation and operationalization of certain action plan priorities.
The following tasks were carried out throughout the project.
- Supported and guided the implementation of the action plan, including activities to ensure uniform implementation of the code: creating a national committee, amending existing regulations, establishing consensus on the definition of roles and responsibilities of various market actors relative to standards, technical support, communication, capacity building, and evaluation.
- Elaborated a verification process to ensure new buildings comply with the EE building code requirements, which later underwent a public review process including a workshop. The compliance process developed and approved through the workshop included three compliance verification steps for the pre-construction, mid-construction, and post-construction phases.
- Prepared the final version of the process.
- Prepared a financing plan for all support activities, which was approved by the Ministry
The process submitted to the stakeholders and the Ministry of Energy was approved and the national committee was established to ensure follow-up on the action plan, capacity building program, and compliance process.
