Support for strengthening the Electric Power Savings Trust Fund

The Inter-American Development Bank (IDB) supports the Secretariat of Energy of Mexico (SENER) in a consultancy intended to institutionally strengthen the Electric Power Savings Trust Fund (FIDE, by its Spanish acronym). FIDE contributes with the energy security of the country, with the mitigation of the environmental impact and with social equity; it provides financing, certification and technical assistance; it promotes and develops comprehensive programs and projects of: energy savings, conservation and efficient use of energy, distributed generation, cogeneration and use of renewable sources for energy transition. The project aims at securing that FIDE keeps its central role in the promotion of energy efficiency and energy transition, in accordance with the Amendment of the Constitution of 2024 and with the national strategic instruments such as PROSENER, ENTE, PLATEASE and PLADESE. The IDB commissioned Econoler and CoEnergía to carry out a deep assessment of the organizational, operational, financial and strategic situation of FIDE; an internal and external documentary revision; interviews with key stakeholders and benchmarking. With this input, a medium and long term institutional strategy is being developed, together with a proposal for transformation and structural adjustments, as well as a work plan for 2026-2030. The expected outcome is a more efficient FIDE, aligned with the national priorities and prepared to strengthen its impact in energy efficiency in all sectors of the country.

Econoler and CoEnergía are developing a comprehensive proposal of institutional strengthening of FIDE, aligned with the national priorities of the energy sector. Within the framework of the mandate, the following tasks are being carried out:

• To complete an assessment and a conceptual and theoretical framework for the strengthening of FIDE

  • To assess the internal and external documentation of FIDE

  • To interview relevant stakeholders

  • To complete the analysis and assessment of the relevancy, coherence, efficacy, efficiency, sustainability of the strategy of the programs and projects of FIDE, as well as of their impacts

  • To present the findings and working sessions with FIDE

• To define the medium and long term strategy of FIDE

  • To determine and present the alignment of the strategy of FIDE with the country’s policy and planning, as well as with the needs, challenges and opportunities of the energy, environmental, social and economic context

  • To align the strategy of FIDE with the needs and expectations of the interested parties

  • To agree on the proposed strategy with the interested parties

• To propose an institutional transformation and strengthening

  • To propose a strengthening of FIDE at several levels

  • To present the results and joint building of the recommendations

Thanks to the services provided by Econoler, the IDB and SENER will have a comprehensive assessment and strategic recommendations regarding the FIDE, that will strengthen its institutional capacities, optimize its processes and guarantee higher energy efficiency. This will enable the client to meet is regulatory purposes, to improve its positioning in the sector and to create sustainable impacts in the long term.
