The Government of the Commonwealth of the Bahamas received financing from the Caribbean Development Bank to retrofit a number of existing streetlights with efficient light-emitting diode (LED) streetlights, including smart controls. The retrofit project was implemented by Bahamas Power and Light Company Ltd (BPL).
Hatch and Econoler were selected to support BPL in the development of an installation plan for streetlights as well as oversee and report on installation contractor performance, planned versus actual progress, the development of an environmental and social management plan, and pre-design development of the communication hardware infrastructure required for the project.
Econoler carried out the following activities under the mandate:
- In-person participation in the kickoff meeting in Nassau; preliminary photometric survey and evaluation of the street lighting situation;
- Ongoing support to the project team on streetlighting installation program success factors and participation in virtual team meetings and client meetings;
- A return trip to Nassau during the project to carry out measurement of lighting levels in selected areas and preparation of a memo outlining the findings and providing any related recommendations;
- Comments on specifications of the LED lights received by BPL and discussions with vendors on their adequacy given the climate in Nassau;
- Upon project completion, preparation of an estimate of the annual energy savings (measured in kWh) expected to result from the project based on the number and size of lights replaced and the resulting reduction in greenhouse gases (GHG) emissions.
Econoler and Hatch assisted BPL in the installation of efficient LED streetlights in the Bahamas while considering best practices and estimating the main project impacts in terms of energy savings and avoided GHG emissions.
