The Government of Montserrat received funding from the EU to update its street lighting and provide lighting for the recently completed government compounds. Montserrat had to relocate the entire population of the capital of Plymouth when the Soufriere Hills volcano erupted in 1997. The Government of Montserrat needed professional services to conduct a feasibility study for renewable energy installations, as well as updated lighting for main and secondary streets, two government compounds, and two sports fields. Hatch is the lead for the work, and Econoler is responsible for the development of the lighting specifications and assisting in equipment procurement.

Econoler was contracted to develop lighting equipment specifications for main and secondary streets on Montserrat, including lighting for two newly constructed government compounds, and provide preliminary designs for two sports fields. The assignment included travelling to Montserrat to survey the sites, review the scope with the client, and conduct lighting measurements to develop the appropriate specifications for the island. It also included preparing the lighting designs of the government sites and developing the specifications to be used in procuring lighting equipment. Econoler also contributed to the technical review of the bids received and provided input, as needed, during the installation process.   Montserrat will benefit from new, energy efficient streetlights on main roads and better coverage for secondary roads. The government compounds and sports fields will also receive new energy efficient lighting installations.
