Tunisia’s municipalities are key players in the country’s energy transition, fulfilling a strategic role in the implementation of energy efficiency measures and the use of renewable energy as set out in the national energy transition strategy and the Nationally Determined Contribution (NDC). Hence, over the past decade, the Tunisian government has set up the Alliance des Communes pour la Transition Énergétique (ACTE, Alliance of Municipalities for the Energy Transition) program. Implemented by the Agence Nationale pour la Maîtrise de l’Energie (ANME), this program is aimed at supporting certain municipalities in implementing energy management measures in their properties and activities.
In this context, the Agence Française de Développement (AFD, French Development Agency) has commissioned Econoler to carry out a feasibility study for a future national program to support energy management in Tunisian municipalities. This will constitute a new phase in the ACTE program, with the aim of extending the scheme to the whole of Tunisia and offering the program at the national level.
As part of this mandate, Econoler is carrying out the following tasks:
- Complete and update a mapping of initiatives and projects underway in the Tunisia energy transition sector and in communal action to combat climate change and its effects;
- Carry out an in-depth assessment of the results of the first phases of the ACTE program to draw lessons for the subsequent phases of the study and recommendations for the future national program;
- Design a mechanism for setting up a nationwide scheme for the future ACTE program.
At the end of the project, ANME will have a new mechanism for the ACTE program, enabling it to broaden its scope of interventions and cover the whole of Tunisia.
