With the aim of supporting Côte d’Ivoire in exploiting its energy efficiency potential, the African Development Bank has initiated a mission to assist the Confédération Générale des Entreprises de Côte d’Ivoire (CGECI) in setting up a Super ESCO for the benefit of players in the energy sector. The overall objective of the mandate is to study the feasibility of setting up and operationalizing a Super ESCO and then produce a roadmap for the ad hoc committee to set up a Super ESCO management team in Côte d’Ivoire.
The mandate of Econoler included the following tasks:
- Conduct a market study on the energy saving needs that can be met by the Super ESCO and ESCOs in Côte d’Ivoire;
- Identify the ESCOs that offer technical solutions;
- Define the regulatory framework and legal status required for the successful implementation of the Super ESCO;
- Define the technical and financial partners that will support the implementation of the Super ESCO;
- Determine the operating structure and management team of the Super ESCO (organizational chart, job profiles, initial objectives, budget for setting up the ESCO, operating budget including technical assistance and investments to be made);
- Propose a model performance contract and project financing mechanisms;
- Draw up an implementation strategy for the Super ESE.
