Econoler researched and examined options for developing an energy efficiency certificate program based on the white certificate policy model that serves to incentivize energy consumption reductions. Energy certificates are used to certify that a specified energy consumption reduction activity has been completed. They are designed as a tradeable market investment tool. Econoler provided the Government of Morocco with recommendations for the design of a certificate system based on international best practices.  

Econoler carried out the following tasks under this mandate:

  • Researched and developed recommendations to establish an energy efficiency certificate program in Morocco;
  • Conducted an objective analysis of international best practices;
  • Aligned best practices to not only the unique Moroccan conditions and context, but also the country’s energy efficiency policies and current legal framework;
  • Presented the findings and recommendations in a report submitted to the Morocco Ministry of Energy, Mines and Sustainable Development.
