Econoler provided technical support to Efficiency Valuation Organization (EVO) to support the United for Efficiency projects Leapfrogging Tunisia’s Lighting Market to High-Efficiency Technologies and the Regional Project for Leapfrogging to Energy Efficient and Climate Friendly Air Conditioners in Cuba, El Salvador and Honduras. Econoler provided expertise and technical assistance to support the development of monitoring, verification, and enforcement (MVE) frameworks and operational proposals, recommendations, and strategies, including the delivery of capacity building workshops to strengthen MVE practices in the countries. Overall, the projects seek to accelerate the adoption of energy efficient lighting and air conditioner products to reduce energy consumption and CO2 emissions.
For the project in Tunisia, Econoler was mandated to:
- Assess the training needs of government authorities and customs administration related to lighting market monitoring, assess the current MVE system for lighting as well as map and analyze the existing MVE regulatory framework, analyze the requirements of government authorities, develop an MVE report, hold consultations with stakeholders, finalize the report;
- Prepare MVE training material, prepare the Terms of Reference (ToR) of capacity building addressing MVE gaps, define and develop training material;
- Deliver training workshops on international best practices and MVE practices that guarantee compliance with minimum energy performance standards (MEPS) and labels, develop various documents for the workshop, conduct at least two technical capacity building sessions on MVE policy and operational aspects for government authorities.
For the project in Latin America, Econoler was mandated to:
- Support the establishment of an MVE framework based on the information gathered during the market assessment and in line with the recommended MEPS and label policy by supporting the preparation of a short assessment of current MVE systems for air conditioner products, mapping and analysis of the existing MVE regulatory framework, the design and development of an MVE framework for each country, the definition of data-collection and reporting processes, the development of recommendations for MVE legislative improvements, the preparation of an MVE system proposal, and holding consultations on the draft proposal content, criteria, and implementation with local authorities and stakeholders.
Econoler contributed to the market transition to energy efficient lighting and air conditioners in the targeted countries and trained government authorities on how to implement MVE frameworks to ensure the best technologies are adopted.
