As part of its mission to promote and accelerate inclusive and sustainable industrial development, the United Nations Industrial Development Organization (UNIDO) supports its member states through the Efficiency Mission initiative under the Accelerating Climate Action and Ambition on Energy Efficiency project to help states identify priority sectors and increase their energy efficiency ambition as part of their net-zero commitments. Under this framework, UNIDO mandated Econoler to carry out a diagnostic of the industrial sector in three countries: Kenya, Brazil, and Vietnam. Econoler’s mission consisted of conducting a deep-dive diagnostic of the industrial decarbonization landscape in those three countries, including identifying industrial decarbonization priorities, highlighting good practices, and identifying barriers and gaps preventing progress in industrial decarbonization. Based on the results of the diagnostic, Econoler experts developed roadmaps promoting the decarbonization of industries in the three countries. In addition to the roadmaps, experts worked on developing an industrial decarbonization solution matrix that takes into account various conditions including finance, policy, technology, as well as capacity building gaps and needs. This matrix was intended to serve as a basis for a service module to be developed for donors on gap areas to identify services that they could carry out to support industrial decarbonization in the selected countries.
Econoler was mandated to implement the following tasks:
- Conduct a deep-dive analysis on the industrial sector to identify the decarbonization dynamics in the target countries;
- Analyze international and regional best practices and experiences for benchmark purposes;
- Conduct interviews with stakeholders involved in industrial decarbonization;
- Identify the main barriers and challenges to the deployment of decarbonization measures in the industrial sector;
- Identify low-carbon opportunities that can have the greatest impacts across the selected countries;
- Develop a roadmap by country, including each subsector, to guide the implementation of decarbonization opportunities and operationalize objectives;
- Develop a service module for donors to identify services that they could carry out to support industrial decarbonization in the selected countries.
Through this mandate, the selected countries developed their specific roadmaps, thus enabling them to accelerate the decarbonization of the industrial sector. Donors were informed on the services that they could support to help countries achieve their decarbonization targets and priorities.
