The Java Bali Distribution Performance Improvement Project (JB-DPIP) has 5 outputs, and one of the project’s outputs is to reduce peak demand and increase awareness of efficient lighting options in isolated grids and selected islands through implementation of the CEF grant to PT Perusahaan Listrik Negara (PLN).   ADB has joined forces with (PLN), Indonesia’s state-owned electricity corporation, on an overall energy efficiency initiative, to reduce the peak demand in isolated grids and selected islands by focusing on Demand Side Management (DSM) through street lamps retrofit using LED technology.

The main objective of Econoler’s assignment is to put a specific focus on two pilot cities in Java and Bali Islands where demonstration street lighting projects will be implemented for replication throughout Indonesia. Once completed, this project will provide a model for other cities to develop an improved capacity to design, finance and implement street lighting programs.   Econoler’s mandate includes the following activities:

  • Selection of two pilot cities according to their electricity usage, energy savings potential, political willingness and financial situation.
  • Baseline street lighting survey to collect information on the types and quantities of fixtures currently existing in their street lighting systems, the number of control points for switching the lights on and off and the related utility costs and rate structures.
  • Development of the lamps and fixtures specifications based on those of several internationally recognized manufacturers.
  • Development of a set of procurement documents and procedure templates.
  • Assistance to PLN for the procurement of the lamps and fixtures in accordance with ADB Procurement Guidelines.
  • Supervision of the installation of LED luminaries to ensure that they correspond to the design developed by the manufacturer and to the bidding documents’ specifications.
  • Evaluation of the overall performance of the retrofitted street lighting products at the Pilot Cities.
  • Preparation of a feasibility study on how to replicate this effort across other municipalities in Indonesia.
  • Workshop in Indonesia to present and discuss the selected technology options and recommendations.
