Most countries in the Eastern Africa-Southern Africa-Indian Ocean (EA-SA-IO) region have experienced or continue to experience energy supply challenges such as an inadequate level and coverage of physical energy infrastructure due to insufficient investment in the energy sector, as well as energy inefficiency and unreliability.   The EU project on the Enhancement of a Sustainable Regional Energy Market (ESREM) in the EA-SA-IO region was intended to overcome these challenges by supporting beneficiary regional economic communities in working toward achieving, among others, the following long-term objectives: Incentivize investments in regional transmission and generation infrastructure; establish autonomous energy regulators; formulate a regional incentive mechanism and guidelines for accelerating large-scale renewable energy and energy efficiency deployment in the region; and support states in reviewing their existing legislation to enable the adoption of common minimum energy performance standards (MEPS) and energy labelling.   Econoler was part of a consortium in association with CPCS (lead firm) and Multiconsult and whose services were retained to implement a series of recommendations from recently concluded consultancies and further develop additional regional regulatory tools/programs under this EU project.

Under the mandate, Econoler carried out the following tasks:

  • Reviewed and developed guidelines to reduce supply-side system losses;
  • Formulated guidelines for accelerating initiatives focused on demand-side management;
  • Provided technical support for the enactment of policy/legislation on common MEPS;
  • Developed a strategy and action plan to increase female participation in the energy sector.

  Building on the outcomes of these tasks, countries in the EA-SA-IO region are now better equipped to address the energy supply challenges through the development of regional harmonized legal and regulatory frameworks and synthesized renewable energy and energy efficiency programs.
