The overall objective of this study was to provide concerned institutions as well as the different stakeholders working on the promotion of EE with the elements of a detailed analysis necessary for the design, implementation, and operationalization of a Super ESCO to accelerate investments in EE in the public sector in Burkina Faso, thus making the exemplary nature of the state in terms of energy efficiency a lever for achieving the objectives of sustainable and responsible development.
The specific objectives of the study were as follows:

Assess the public building/facility stock;

Analyze the EE potential of different installations by type of building/installation through preliminary energy audits;
- Propose the most conducive model and options for candidate institutions to set up a Super ESCO.
Under the mandate, Econoler carried out the following tasks:
- Analyzed the public buildings sector in Burkina Faso based on relevant collected data to identify the EE potential in the public buildings sector;
- Analyzed the potential for improving energy efficiency in a sample of buildings by carrying out preliminary energy audits therein according to the standards in force in Burkina Faso;
- Proposed a model for the creation of a Super ESCO and the implementation of EE in the public sector in accordance with the local context in Burkina Faso;
- Organized and moderated a dissemination and capacity building workshop on the concept of the Super ESCO, successful examples of regional and international Super ESCO operationalization, and the Super ESCO model retained and recommended based on the results of the feasibility study.
Upon conclusion of the project, it was made clear that the Super ESCO in Burkina Faso must be launched with a dual mission as an actor in the energy transition and an incubator. It is now up to the local stakeholders to build the market and enable the development of the Super ESCO model.
