The Kingdom of Morocco adopted an energy strategy that established energy efficiency (EE) as a national priority. Hence, Morocco undertook a series of actions aimed at incorporating EE techniques in all sectoral development projects with the goal of achieving 12% in energy savings by 2020 and 20% by 2030. Aware of the stakes and importance of the above strategy, KfW, the finance agency through which Germany participates in international cooperation, therefore decided to financially support the implementation of EE projects in the Moroccan public buildings sector to help the country achieve its energy consumption reduction targets. In this context, the KfW mandated a feasibility study to support Moroccan public authorities in the design and implementation of a programme targeting EE and the integration of renewable energy in public sector buildings.
KfW mandated Econoler to conduct a study on the structure of a programme aimed at improving EE in existing buildings in the Moroccan public sector. Under this mandate, Econoler carried out the following tasks:
- Conducted a detailed assessment of the energy savings potential and required investments in public administration buildings;
- Completed a detailed analysis of the regulatory, institutional and financial frameworks upon which to base the proposed institutional and financial structure most appropriate to leverage the EE potential in the public sector, which included subsectors such as health, education, rail transport, etc.;
- Analysed the market and know-how (financial, technical, organisational, contractual capacity, etc.) of potential private stakeholders (ESCOs, energy auditing firms, installers, etc.) capable of implementing the EE programme in public buildings;
- Created a database listing energy-intensive public buildings;
- Analysed the market in five public building subsectors and carried out 25 prefeasibility energy audits to evaluate the technical and financial potential of each subsector;
- Elaborated an intervention scheme and action plan to establish an investment programme.
At the end of the mandate, a complete and coherent programme targeting the Morocco public sector was submitted to KfW and its partners. This programme was adopted by the Ministry of Energy and KfW who then finalised an agreement for the establishment of a EUR 20 M line of credit intended to finance EE projects in public buildings.
