The FEDACAM (Women and Sustainable Energy in Cameroon) program has been operated by the REFELA-Cam (Network of Locally Elected African Women in Cameroon) since 2017. The FEDACAM has contributed to the energy independence of Cameroon municipalities by mobilizing the gender lever. Pursuant to an evaluation of the first two phases of the program in 2020, whose conclusions satisfied all stakeholders, phase 3 was launched with cofinancing from the FFEM (French Global Environment Facility).
Econoler assisted in the implementation of phase 3 by conducting ex-ante evaluations of projects launched to provide financing advice, prepare a project commitment note (PCN), and issue recommendations to ensure the continued successful implementation of the REFELA-Cam.
Under the mandate, Econoler carried out the following tasks:

Conduct an ex-ante evaluation of projects and formulate advice on the feasibility of recommendations to improve the chances of success;

Prepare the PCN in French in accordance with FFEM templates and based on an existing project identification note (PIN) including a summary in both French and English for external dissemination;

Prepare a one to two-page project fact sheet, in both French and English, in Word format to be published online on the FFEM website;

Produce a French PowerPoint presentation on the main evaluation conclusions;

Respond to questions and recommendations from the FFEM Technical and Science Committee, Secretariat, and Pilot Committee as well as on the Terms of Reference;

Organize a meeting to present the results and proposals to project stakeholders.
The services of Econoler included not only conducting the FEDACAM program evaluation and preparing the PCN, but also supporting the project owner in the inclusive and participatory process by suggesting success elements. Furthermore, the work of Econoler under this mandate helped to strengthen the link with the FFEM and opened up the possibility of future collaborations.
