Econoler supported the World Bank (WB) team in building an enabling environment for efficient cooking and assessing the market opportunities and challenges for efficient and modern cooking solutions in Cambodia by focusing on opportunities for the residential sector. The technical assistance offered to Cambodia was aimed at supporting activities related to developing a sustainable market and adopting clean and more efficient cookstoves and fuel in Cambodia to reduce greenhouse gas emissions and household air pollution. Activities included raising awareness, building institutional capacity, and devising of strong policy and financial incentive structure to help promote the dissemination of clean and efficient cooking solutions. The development of policies to foster an uptake of efficient cooking solutions included stakeholders from various ministries and required a thorough analysis and understanding of the cooking sector.
Under the mandate, Econoler carried out the following tasks:
- Conduct an assessment of consumer awareness, demand, and supply as well as a gender benefits review to properly understand consumer awareness and behavioral aspects surrounding cooking methods, patterns, preferences, and customer profiles in Cambodia;
- Carry out a policy study by reviewing current cross-sectoral development policies, including those under development such as the energy efficiency policy and those already in place, to assess policy aspects and incentives to mainstream clean and efficient cooking in sustainable development policies;
- Develop a strategy and implementation plan for efficient clean cooking in Cambodia.
Econoler designed a national strategy for the efficient clean cooking sector, to be submitted by the World Bank to the Cambodian Ministry of Energy.
