The Energy Savings Insurance (ESI) Program removes barriers to energy investments through four instruments that mitigate the risks of projects and promote trust among investors: Standard agreement, energy savings insurance, validation of savings and financing. The Inter-American Development Bank (IDB) has been developing this financial mechanism in the region of Latin America and the Caribbean for many years, with successful experiences in Colombia, Mexico, and El Salvador. With the aim of promoting the use of the ESI Program in different countries, the IDB developed and implemented an ESI Accelerator which enables to stimulate stakeholders and more rapidly obtain success cases. Econoler was mandated to provide consultancy services to support the implementation of the ESI Program with financial intermediaries in Peru (component 2) and to support the ESI Accelerator by building the capacity of technology solution providers (component 1).
Econoler carried out the following activities:
- Component 1: Development of online training for the ESI Program:
- Review the existing training material used in Colombia, Chile, Brazil and El Salvador with the aim of selecting the material that better meets the goals of the training, identifying items for improvement in the existing material, and identifying needs for additional material;
- Design a training program and the training material for a standardized course, including presentations, practical exercises, interactive material, and assessment criteria;
- Record the online training course to be available to technology solutions providers in any part of LAC.
- Component 2: Commitment of financial institutions to use the ESI Program in Peru:
- Selection of financial intermediaries interested in participating in the ESI Program;
- Work plan with selected institutions to define the approach for selecting appropriate projects for the ESI Program, approach to market the ESI program, and select customers of local financial intermediaries;
- Support for the successful creation of case studies for local financial intermediaries and their customers to ease their risk concerns.
Thanks to the deliverables developed by Econoler, the IDB now has the tools to facilitate the training of technical service providers with the main objective of increasing the penetration of the ESI Program in the LAC region. The training course is available on the online IDB academy webpage: https://cursos.iadb.org/es/indes/seguro-de-ahorro-de-energ-es. Based on the results of these activities and the analysis of financial institutions, the IDB now has relevant information on the financial sector to allow it to implement the first projects under the ESI Program in Peru.
