Energy Efficiency Review of Healthcare Storage and Primary Facilities

The World Bank is supporting the Government of Nigeria in the implementation of the Immunization Plus & Malaria Progress by Accelerating Coverage and Transforming Services (IMPACT) project. With support from ESMAP (the Energy Sector Management Assistance Program), Econoler was hired to: (1) Assess the design of a medical storage hub to be built in Lagos; and (2) conduct energy audits at six locations throughout Nigeria, which included primary healthcare facilities and medical storage facilities.   This assessment served to identify specific equipment to be procured under the project as well as the subsequent preparation of detailed recommendations on equipment technical standards and energy efficiency investments in sub-projects in primary healthcare facilities and medical storage warehouses throughout Nigeria.

Econoler was mandated to:

  • Assess the design of a medical storage hub to be built in Lagos;
  • Select a professionally certified energy auditor based in Abuja to conduct site visits at six preselected facilities;
  • Conduct energy audits in six locations throughout Nigeria, including at primary healthcare facilities and medical storage facilities;
  • Use the EDGE Building online software to establish baseline energy consumption and estimate potential savings for each facility;
  • Propose energy efficiency and renewable energy measures and cold supply chain equipment related to the buildings;
  • Include measures to improve service reliability and recommend technical performance standards for new equipment.

  Econoler worked with a professionally certified energy auditor as an individual subconsultant based in Abuja to conduct the site visits.   The results of this assessment will serve to identify specific equipment to be procured under the project as well as the subsequent preparation of detailed recommendations on equipment technical standards and EE investments in sub-projects in primary healthcare facilities and medical warehouses throughout Nigeria.
