Energy Efficiency Baseline Assessments

As the convenor of the industrial energy accelerator and a partner of the Three Percent Club initiative, the United Nations Industrial Development Organization (UNIDO) provides support for four countries to raise the energy efficiency (EE) ambitions in their Nationally Determined Contributions (NDCs). These countries are Morocco, South Africa, Indonesia, and India.   The mandate of Econoler consisted of carrying out a high-level diagnostic of the EE frameworks in those countries, including relevant policies, supply chains, barriers to EE, and potential solutions. Based on the results of this assessment, Econoler formulated recommendations on EE priority areas on which to focus support under the Three Percent Club initiative as well as on the enabling environment including conducive and conveying conditions for EE market transformation and innovation.

Econoler was mandated to implement the following tasks:

  • Identify and evaluate the status and impact of past, ongoing, and future national energy policies, strategies, and initiatives especially focused on EE;
  • Conduct interviews with stakeholders involved in EE policy;
  • Map energy consumption patterns and growth trends in key sectors;
  • Identify the main barriers and challenges to the deployment of EE measures;
  • Propose solutions/risk mitigation actions;
  • Issue recommendations on EE market uptake and transformation.

  Econoler provided to UNIDO a detailed list of energy efficient market creation and transformation opportunities. The results of the mission were presented to the representatives of the four countries, who received them with satisfaction. The Three Percent Club initiative will be able to focus its support to the four countries based on formulated opportunities to strengthen climate action by raising ambitions on energy efficiency within NDCs.
