The CESC hired Econoler to provide technical assistance to the Moroccan Agency for Sustainable Energy (MASEN) in order to support decision-making regarding investment in solar-energy projects which will help achieve Morocco’s National Energy Strategy goals. The objective of the support to MASEN was to identify the appropriate type of solar energy deployment model for decentralized solutions, specifically solar rooftop PV, that could be implemented in the country and offer the most benefits and generate the most capacity to support MASEN’s ambition of sustainable installed energy-generation capacity.
Econoler carried out the following task:
- Reviewing Morocco’s legal and regulatory framework regarding renewable energy.
- Analyzing MASEN’s mission and its internal regulatory framework.
- Identifying and designing two implementation and adapted financing mechanism models for decentralized solar PV solution deployment which MASEN could use to add more renewable-energy generation capacity in the country’s energy mix. Each of the mechanisms had to be adapted to the legal and regulatory framework.
- Preparing a report on the proposed options to be presented to MASEN’s decision-makers for their consideration.
As a result, MASEN obtained the necessary information to help decide how to deploy such an innovative program throughout the country.
