Development of Communication Plans Targeting Electricity Sector Reforms in Guinea, Mali and Togo

The World Bank supports reforms in the electricity sector of Guinea, Mali and Togo; properly communicating the objectives and potential impacts of such reforms is crucial to effective implementation. For this reason, the World Bank mandated the International Institute for Sustainable Development (IISD) to carry out analyses and consultations in the three countries and prepare communication plans to serve as the foundation for elaborating national communication campaigns to announce the reforms.   Econoler was mandated to lead the team in charge of activities in Guinea and Mali and carry out all activities in Togo. In that country, the work was conducted under the auspices of the Projet de Réformes et d’Investissement dans le Secteur de l’Énergie au Togo (PRISET) aimed at reforming the electricity sector, ensuring financial feasibility and increasing electricity access.

Under the mandate, Econoler carried out the following tasks:

  • Coordinate all activities in Guinea, Mali and Togo and ensure the quality of deliverables;
  • Organise discussions with key actors in the electricity sector in Togo to properly understand the stakes in the sector and the proposed reforms;
  • For Togo, design a survey targeting 1,232 households and discussion groups to characterize the perceptions of electricity consumers and test the effectiveness of different messages;
  • Analyse data obtained from the survey and discussion groups in Togo;
  • Develop a communication plan for Togo, including key messages, target audiences and means of communication, as well as establish a budget proposal and prepare terms of reference to recruit a communications agency in charge of carrying out the communication campaign.

  The institutions in the electricity sector of Togo now have a communication plan that takes into account the needs and advice of all sectoral institutions, which enables them to carry out the communication campaign with a specialized firm.
