The CESC hired Econoler to provide technical assistance to Electricity of Vietnam (EVN) to support the decision-making process for investments in solar energy projects that could benefit all electricity sector stakeholders. The objective of this technical assistance project was to develop a strategy to increase electricity access by using decentralized photovoltaics (PV) in the context of a shortage in the southern part of the country.
As part of this assignment, Econoler carried out the following tasks:
- Reviewing Vietnam’s legal and regulatory framework in relation to renewable energy and more specifically to decentralized energy production at the end-user level.
- Identifying and designing two implementation and adapted financing mechanism models for the deployment of decentralized solar PV solutions that EVN could use to provide energy access to populations in the southern region of the country. Each mechanism had to be adapted to the legal and regulatory framework.
- Preparing a report on the proposed options to be presented to EVN decision-makers for their consideration.
As a result, EVN obtained the necessary information to help decide how to deploy such an innovative program to address the serious power shortage issue that they were facing in the southern part of the country.
