Consultancy to Support the Implementation of an Energy Efficiency Pilot Program in Public Buildings in Paraguay

Econoler supported the IDB in the execution of a support consultancy for the implementation of an energy efficiency pilot program in Paraguay public buildings. Within the framework of the project, energy audits were carried out by a local consultant and the role of Econoler was to supervize and ensure that audits were conducted in compliance with international good practices.

Econoler was mandated to support the IDB in the validation of the energy audit procedure and results provided by the local consultant (directly hired by the IDB), in addition to reviewing all deliverables including the audit reports for the two buildings of the typology office located In Paraguay. These buildings are the building of the Vice Ministry of Energy and Mines (located in the town of San Lorenzo) and the offices of the Management of Public Enterprises under the Ministry of Finance (located in Asunción). Therefore, the following activities are carried out.

• Documentation review: Review of all project documentation that may have direct implications in the process of identification, selection and evaluation of EE measures.
• Audit: An analysis and review was carried out of measurement plans associated with the process of gathering technical and economic information about the buildings. In addition, the correct installation of the measurement equipment was verified, as well as the correct data measurement, capture and storage. Once the information collection process was completed, the energy calculations and the defined baselines for each building were validated. Econoler also reviewed the equipment technical specifications to be included in the tender for the EE projects.
• Review and control of the quality of the final energy audit reports.

  The Econoler consultancy provided the required technical and financial support to identify and implement EE measures that could be replicated in other public buildings in the country and provided the required due diligence to the IDB to carry on with its support for the implementation of pilot projects in the two buildings.
