Econoler worked with Three Pillars Consulting for the Authority for Public Services Regulation (APSR) to develop a comprehensive program to phase out the import and use of energy inefficient light bulbs in the Sultanate of Oman. The assignment was in line with the APSR mandate to outline a strategy aimed at ridding the country of energy-wasting light bulbs and lamp systems, an initiative backed by legislation to curb the manufacture, importation, or sale of such inefficient lighting devices.
This assignment involved studying international best practices and the readiness of the Omani market to formulate a national policy for phasing-out inefficient lights. The consulting services included assisting in the adoption of an optimal program to implement the policy and served to outline the necessary regulations to fully or partially restrict the manufacture, import, or sale of inefficient public lighting lamps in the sultanate. Under the mandate, Econoler carried out the following tasks:
- Conducted surveys of successful approaches, including those developed under United Nations Environment Programme’s en.lighten initiative and Sustainable Energy for All (SE4All);
- Reviewed the various minimum energy performance standard (MEPS) approaches adopted by the EU, the USA, Australia, Egypt, South Africa, and others;
- Contributed to the completion of cost-benefit analyses for switching to higher energy efficient replacements;
- Set up and conducted a half-day meeting to present and discuss in detail the results and findings;
- Developed a program roadmap for phasing-out inefficient lights.
Econoler also contributed to the implementation of initiatives taken by the government to roll out the energy efficiency strategy.
