Econoler provided technical assistance to the ADB and the Government of Uzbekistan in analyzing the country’s energy sector and recommending energy efficiency measures. The project was focused on developing an energy service company (ESCO) market and assessing the feasibility of implementing a Super ESCO, including a strategic roadmap and business plan.

Econoler was mandated to deliver technical assistance to the ADB and the GoU. Under the mandate, Econoler carried out the following tasks: 

  • Identify key barriers and opportunities for developing an ESCO market in Uzbekistan while leveraging evidence from global best practices;

  • Conduct a feasibility study for establishing a Super ESCO, including recommendations on corporate models, financing mechanisms, and policy reforms;

  • Develop a strategic roadmap and business plan for the Super ESCO, outlining key activities, milestones, and performance indicators;

  • Prepare detailed reports and presentations to communicate findings to stakeholders, including government agencies and financial institutions. 

The client benefited from Econoler’s expertise by gaining actionable recommendations to advance energy efficiency, strengthen the ESCO market, and support sustainable energy reforms in Uzbekistan.
