Highlights
Econoler was asked to develop the second NEEAP for the 2015-2017 period. The project team firstly familiarized itself with the Armenian EE legal and institutional framework by undertaking exhaustive assessment programs, regulations and treaties as part of the NEEAP implementation. This study was also aimed at identifying gaps related to policies, assessing the current EE financing market as well as the barriers for EE investments. Simultaneously, the team was evaluating the results of the first NEEAP to identify the factors which have hindered the achievement of the energy savings targets. Second, the team drafted the second NEEAP by carrying out the following steps:
- Preparing a long, comprehensive list of EE measures and programs, divided between primary and final energy savings measures;
- Narrowing down the list with the collaboration of an advisory board comprising international and national experts;
- Setting clear energy savings targets for each measure or group of measures;
- Defining the institutional framework, implementation strategy as well as promotion and marketing actions, clearly stating the authority and responsibility of each public body.
Throughout the assignment, the team worked in close collaboration with the designated working group comprised of representatives from the R2E2 Fond, the MOENR and relevant stakeholders.
