Under an initiative to implement energy efficiency projects, the CHA required the services of an enterprise specialized in providing support to develop documentation for a request for expressions of interest and requests for proposals. The purpose was to select an energy service company (ESCO) to implement projects under the energy performance contracting (EPC) scheme. Projects to be implemented concerned two CHA facilities, namely the Hôpital du Saint-Sacrement (HSS) and the Hôpital de l’Enfant-Jésus de Québec (HEJ).

CHA mandated Econoler to carry out three phases, namely:
- Developing documentation for requests for expressions of interest to shortlist interested ESCOs.
- Preparing a request for proposals document to enable shortlisted ESCOs to submit detailed proposals.
- Prepared a model contract to negotiate an agreement between the CHA and the selected ESCO.
Throughout the mandate, Econoler used documents based on standard practices in the Quebec market for such activities by considerably adapting and improving them to the needs of CHA. Moreover, Econoler helped assess technical aspects of submitted ESCO proposals.
