Groupe NBG currently relies on road transport to move timber over a distance of 450 kilometres between the towns of St-Siméon and Rivière-Bleue. Trucks with B-train trailers holding 40 green tonnes must use the Pierre-Laporte Bridge in Quebec City to merge onto Highway 20 before continuing onto Route 289 to reach facilities in Rivière-Bleue. Using the ferry between Saint-Siméon and Rivière-du-Loup would shorten the distance by 386 kilometres to 82 kilometres.
This year, Groupe NBG is set to move 8,000 green tonnes from Saint-Siméon and is waiting to hear back from the Ministère des Forêts, de la Faune et des Parcs about a request to increase the annual limit to 50,000 green tonnes as of 2016. The GHG reduction potential would then amount to 4,152 equivalent tonnes of CO2 by 2020 and decrease air pollutants.
In securing the transportation cost of aspen for some years will enable Groupe NBG to better negotiate the price of timber volumes as well as pricing for sea and road transport, which will increase the company’s competitiveness for the years to come. When financial assistance for timber transport ends in 2020, Groupe NBG will be able to cope with the increasing cost of this budget item as the company will have had time to invest appropriately in its facilities during this transition period and remain profitable thereafter.
The program by the Ministère des Transports du Québec (MTQ) for the reduction or avoidance of greenhouse gas (GHG) emissions through the development of intermodal transport provides for financial assistance to cover a portion of the project implementation costs.
This is the context in which Econoler was selected to help Groupe NBG submit its application for financial assistance on a technical level and discuss the application with the MTQ officials who manage the program.
To carry out this assignment, Econoler did the following:
- Set up kick-off meeting with Groupe NBG managers;
- Analyzed Groupe NBG documents;
- Wrote the project description in the application for financial assistance;
- Explained the project’s financing package in the application;
- Presented the project timeline in the application;
- Justified the project as per the MTQ program objectives in the application and processed the program’s databases;
- Discussed with the MTQ officials managing the program.
